Good practice use of ICT by young childrenYoung children are growing up in a world dominated by the power of modern communications. The Internet, mobile phones, and computers combine together to create a global Information Society. In Europe, since the Lisbon Summit of political leaders some years ago, the development of an eSociety of entrepreneurial knowledge workers has been a major social and economic goal. As today’s young children grow they need to become familiar with the tools of the information age. More than this, they also need to see ICT as an essential part of their lives, both social and professional. To achieve this, they must learn about proper use of ICT products and services, the risks to their safety and security from inappropriate use, and the downsides of ICT misuse. They must also learn how to get help if they see, or experience, the misuse of ICT products and services by others. At present, schools teach how use ICT, particularly computers and the Internet. Young children also need to see examples of good practice, which not only engages them intellectually, but also highlight the need to be careful about their personal information. They should also learn how to avoid misusing the technology, and how to deal with those who do. The emphasis must be on the positive development of good practice, and the elimination of risks to their security. Today, there are a number efforts to highlight the need for good practice awareness and education. Some of these are listed here. In addition the latest ETSI project to work on the issues in this area is developing the concept of digital competence for young children, which will include not just knowledge based objectives, but also social goals leading to good practice ICT use.
